When crises strike, existing governance systems are put under immense strain and political leaders face daunting decision-making challenges. When crises cross legal, geographical and sectoral boundaries \u2013 the transboundary crises \u2013 these challenges grow.<\/p>\n<p>We study whether and how today\u2019s multilevel, supranational governance systems can respond to these challenges. We focus primarily on the European Union to understand the full extent of its crisis tools and instruments \u2013 what we call \u2018capacities\u2019, both material and immaterial. We look beyond individual policy areas to survey capacities across the EU institutions and its agencies, including external crisis missions, counter-terrorism, civil protection, transport, energy and cyber security. We want to know why these capacities have emerged, how they have evolved, what they mean for the EU as a cooperation platform, and whether can improve transboundary crisis management.<\/p>\n<p>Four broad themes can be found in our research:<\/p>\n<ul>\n<li>What cooperation dynamics underpin the EU\u2019s development in this area?<\/li>\n<li>What narratives are used to legitimize the EU\u2019s \u2018value added\u2019 in transboundary crisis management?<\/li>\n<li>How broad and deep are the EU\u2019s capacities in transboundary crisis management?<\/li>\n<li>What are the optimum kinds of crisis management capacities for transboundary crises?<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-432\" src=\"http:\/\/www.societalsecurity.eu\/wp\/wp-content\/uploads\/2016\/11\/logo_msb_200.gif\" alt=\"\" width=\"200\" height=\"89\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Our research focuses on the strategic-political aspects of crisis management across borders.
